為加快建設交通強國(guo)(guo),構(gou)建現代(dai)化(hua)高質量國(guo)(guo)家綜合立體交通網(wang),支撐現代(dai)化(hua)經濟(ji)體系和社(she)會主義現代(dai)化(hua)強國(guo)(guo)建設,編(bian)制本規(gui)劃綱要。規(gui)劃期為2021至2035年,遠景展望到本世紀中葉。

一、規劃基礎

(一)發展現狀

改革開放特(te)別(bie)是黨的(de)十八(ba)大(da)以(yi)來,在以(yi)習近平同志(zhi)為核心的(de)黨中央堅強領導下,我(wo)國交通(tong)(tong)(tong)運(yun)輸(shu)(shu)發(fa)展(zhan)取得了舉(ju)世矚目(mu)的(de)成(cheng)就。基(ji)礎(chu)(chu)設(she)施(shi)網絡基(ji)本形成(cheng),綜合(he)交通(tong)(tong)(tong)運(yun)輸(shu)(shu)體系不斷完善;運(yun)輸(shu)(shu)服務能力(li)和(he)水(shui)平大(da)幅(fu)提(ti)升,人民群眾獲得感明顯(xian)增(zeng)強;科技(ji)創新成(cheng)效顯(xian)著(zhu),設(she)施(shi)建造、運(yun)輸(shu)(shu)裝備技(ji)術(shu)水(shui)平大(da)幅(fu)提(ti)升;交通(tong)(tong)(tong)運(yun)輸(shu)(shu)建設(she)現代化加快推進,安全智慧綠(lv)色發(fa)展(zhan)水(shui)平持續提(ti)高;交通(tong)(tong)(tong)運(yun)輸(shu)(shu)對(dui)外開放持續擴大(da),走出去步伐(fa)不斷加快。交通(tong)(tong)(tong)運(yun)輸(shu)(shu)發(fa)展(zhan)有(you)(you)效促進國土空間開發(fa)保(bao)護、城鄉區域協調發(fa)展(zhan)、生產力(li)布局(ju)優化,為經濟社(she)會發(fa)展(zhan)充分發(fa)揮基(ji)礎(chu)(chu)性(xing)(xing)、先導性(xing)(xing)、戰略性(xing)(xing)和(he)服務性(xing)(xing)作用,為決勝全面建成(cheng)小康社(she)會提(ti)供了有(you)(you)力(li)支撐。

與(yu)此同時,我國交(jiao)通(tong)(tong)運輸(shu)發展(zhan)(zhan)(zhan)還存在一些短板,不(bu)平(ping)衡不(bu)充分問題仍(reng)然突出。綜合交(jiao)通(tong)(tong)網(wang)絡(luo)布(bu)局(ju)仍(reng)需(xu)完(wan)善,結構有待(dai)(dai)優化(hua),互聯互通(tong)(tong)和網(wang)絡(luo)韌性還需(xu)增(zeng)強;綜合交(jiao)通(tong)(tong)統籌融(rong)合亟待(dai)(dai)加強,資源集約利用水平(ping)有待(dai)(dai)提高,交(jiao)通(tong)(tong)運輸(shu)與(yu)相關產(chan)業協(xie)同融(rong)合尚需(xu)深化(hua),全(quan)產(chan)業鏈支撐能力(li)仍(reng)需(xu)提升;綜合交(jiao)通(tong)(tong)發展(zhan)(zhan)(zhan)質量(liang)效率和服務水平(ping)不(bu)高,現代物流體(ti)系有待(dai)(dai)完(wan)善,科技創新能力(li)、安(an)全(quan)智慧綠(lv)色發展(zhan)(zhan)(zhan)水平(ping)還要進一步提高;交(jiao)通(tong)(tong)運輸(shu)重點領域關鍵環節改(gai)革任務仍(reng)然艱巨。

(二)形勢要求

當前和(he)(he)今后一個時期(qi),我(wo)國發展(zhan)仍(reng)處(chu)于(yu)重要戰略機遇期(qi),但機遇和(he)(he)挑戰都有新(xin)的發展(zhan)變化。當今世(shi)界正經(jing)(jing)歷百年未(wei)有之大(da)(da)變局,新(xin)一輪科(ke)技革命和(he)(he)產業變革深入發展(zhan),國際力量對比深刻調整,和(he)(he)平與發展(zhan)仍(reng)是時代主(zhu)題(ti),人類命運(yun)共(gong)同(tong)體理念深入人心。同(tong)時國際環境(jing)日趨復雜,不(bu)(bu)穩(wen)定性不(bu)(bu)確定性明顯(xian)增(zeng)加(jia),新(xin)冠肺炎疫情影響廣泛深遠,經(jing)(jing)濟(ji)全球化遭遇逆流,世(shi)界進入動蕩變革期(qi)。我(wo)國已轉向高(gao)質量發展(zhan)階段,制度優勢顯(xian)著,經(jing)(jing)濟(ji)長期(qi)向好,市(shi)場空間廣闊,發展(zhan)韌性增(zeng)強,社會(hui)大(da)(da)局穩(wen)定,全面建設社會(hui)主(zhu)義現代化國家新(xin)征程開啟(qi),但發展(zhan)不(bu)(bu)平衡不(bu)(bu)充分問題(ti)仍(reng)然突出。

國(guo)(guo)(guo)內國(guo)(guo)(guo)際(ji)新(xin)形勢對(dui)加(jia)(jia)快建(jian)設(she)交通(tong)強國(guo)(guo)(guo)、構(gou)建(jian)現代化高(gao)質量國(guo)(guo)(guo)家綜合立(li)體交通(tong)網提出了新(xin)的更(geng)(geng)高(gao)要求(qiu),必(bi)須更(geng)(geng)加(jia)(jia)突(tu)出創(chuang)(chuang)新(xin)的核心地位,注重(zhong)(zhong)(zhong)交通(tong)運輸(shu)(shu)創(chuang)(chuang)新(xin)驅動和智慧發(fa)展(zhan)(zhan);更(geng)(geng)加(jia)(jia)突(tu)出統籌協調,注重(zhong)(zhong)(zhong)各種運輸(shu)(shu)方式融合發(fa)展(zhan)(zhan)和城鄉區(qu)域交通(tong)運輸(shu)(shu)協調發(fa)展(zhan)(zhan);更(geng)(geng)加(jia)(jia)突(tu)出綠色發(fa)展(zhan)(zhan),注重(zhong)(zhong)(zhong)國(guo)(guo)(guo)土空間開(kai)發(fa)和生(sheng)態環(huan)(huan)(huan)境保護;更(geng)(geng)加(jia)(jia)突(tu)出高(gao)水(shui)平對(dui)外(wai)開(kai)放,注重(zhong)(zhong)(zhong)對(dui)外(wai)互聯互通(tong)和國(guo)(guo)(guo)際(ji)供應鏈開(kai)放、安全(quan)、穩定;更(geng)(geng)加(jia)(jia)突(tu)出共(gong)享發(fa)展(zhan)(zhan),注重(zhong)(zhong)(zhong)建(jian)設(she)人(ren)民(min)(min)滿(man)(man)意(yi)交通(tong),滿(man)(man)足人(ren)民(min)(min)日(ri)益增長的美好生(sheng)活需要。要著(zhu)力推(tui)動交通(tong)運輸(shu)(shu)更(geng)(geng)高(gao)質量、更(geng)(geng)有(you)效率、更(geng)(geng)加(jia)(jia)公平、更(geng)(geng)可持續、更(geng)(geng)為安全(quan)的發(fa)展(zhan)(zhan),發(fa)揮交通(tong)運輸(shu)(shu)在國(guo)(guo)(guo)民(min)(min)經濟(ji)擴大循(xun)環(huan)(huan)(huan)規模、提高(gao)循(xun)環(huan)(huan)(huan)效率、增強循(xun)環(huan)(huan)(huan)動能(neng)、降低(di)循(xun)環(huan)(huan)(huan)成本、保障循(xun)環(huan)(huan)(huan)安全(quan)中的重(zhong)(zhong)(zhong)要作用,為全(quan)面建(jian)設(she)社會主義現代化國(guo)(guo)(guo)家提供有(you)力支撐。

(三)運(yun)輸需求

旅(lv)客(ke)(ke)(ke)出(chu)行(xing)(xing)(xing)(xing)(xing)需求(qiu)穩(wen)步增(zeng)長(chang),高品質、多樣化(hua)、個性(xing)化(hua)的(de)需求(qiu)不斷增(zeng)強。預(yu)計2021至2035年(nian)旅(lv)客(ke)(ke)(ke)出(chu)行(xing)(xing)(xing)(xing)(xing)量(含小(xiao)汽車(che)出(chu)行(xing)(xing)(xing)(xing)(xing)量)年(nian)均增(zeng)速(su)為3.2%左右。高鐵、民航(hang)、小(xiao)汽車(che)出(chu)行(xing)(xing)(xing)(xing)(xing)占比不斷提升,國際(ji)旅(lv)客(ke)(ke)(ke)出(chu)行(xing)(xing)(xing)(xing)(xing)以及城市群旅(lv)客(ke)(ke)(ke)出(chu)行(xing)(xing)(xing)(xing)(xing)需求(qiu)更加旺盛。東部地(di)(di)區仍將是我國出(chu)行(xing)(xing)(xing)(xing)(xing)需求(qiu)最為集中(zhong)的(de)區域,中(zhong)西部地(di)(di)區出(chu)行(xing)(xing)(xing)(xing)(xing)需求(qiu)增(zeng)速(su)加快。

貨物(wu)運(yun)輸(shu)需(xu)求(qiu)穩(wen)中有升,高價值、小批(pi)量(liang)(liang)、時效強的(de)需(xu)求(qiu)快速(su)(su)攀升。預計(ji)2021至(zhi)2035年(nian)全(quan)社(she)會貨運(yun)量(liang)(liang)年(nian)均增(zeng)速(su)(su)為(wei)2%左右(you),郵政快遞業務量(liang)(liang)年(nian)均增(zeng)速(su)(su)為(wei)6.3%左右(you)。外貿貨物(wu)運(yun)輸(shu)保持長(chang)期(qi)增(zeng)長(chang)態勢,大(da)宗散貨運(yun)量(liang)(liang)未來一段時期(qi)保持高位運(yun)行(xing)狀態。東(dong)(dong)部地(di)(di)區貨運(yun)需(xu)求(qiu)仍(reng)保持較(jiao)大(da)規模(mo),中西部地(di)(di)區增(zeng)速(su)(su)將快于東(dong)(dong)部地(di)(di)區。

二(er)、總(zong)體要求

(一)指導思想

——創(chuang)新(xin)智慧(hui)、安全(quan)綠色。堅(jian)持創(chuang)新(xin)核(he)心(xin)地位,注(zhu)重科技(ji)賦能(neng),促(cu)進交通運輸提(ti)效能(neng)、擴功(gong)能(neng)、增動能(neng)。推進交通基礎設(she)(she)施數字化、網(wang)聯化,提(ti)升交通運輸智慧(hui)發展水平。統籌發展和(he)安全(quan),加強交通運輸安全(quan)與應(ying)急保障能(neng)力建設(she)(she)。加快(kuai)推進綠色低碳發展,交通領域二氧(yang)化碳排放盡早達峰,降低污(wu)染物(wu)及(ji)溫室(shi)氣體排放強度,注(zhu)重生態環境保護修(xiu)復,促(cu)進交通與自然(ran)和(he)諧發展。

(三)發展目標

到(dao)2035年,基(ji)(ji)本建(jian)成便捷順暢、經濟(ji)高(gao)效、綠色(se)集(ji)約、智能先進、安(an)全(quan)(quan)可靠的現代(dai)化高(gao)質(zhi)(zhi)量(liang)國(guo)(guo)(guo)家綜合立體(ti)交(jiao)通網,實(shi)現國(guo)(guo)(guo)際國(guo)(guo)(guo)內(nei)互(hu)聯互(hu)通、全(quan)(quan)國(guo)(guo)(guo)主要城(cheng)市(shi)立體(ti)暢達、縣級(ji)節(jie)點有(you)效覆(fu)(fu)蓋(gai),有(you)力支撐“全(quan)(quan)國(guo)(guo)(guo)123出行交(jiao)通圈(quan)”(都(dou)市(shi)區1小時(shi)通勤、城(cheng)市(shi)群2小時(shi)通達、全(quan)(quan)國(guo)(guo)(guo)主要城(cheng)市(shi)3小時(shi)覆(fu)(fu)蓋(gai))和“全(quan)(quan)球123快貨物(wu)流圈(quan)”(國(guo)(guo)(guo)內(nei)1天(tian)送達、周(zhou)邊(bian)國(guo)(guo)(guo)家2天(tian)送達、全(quan)(quan)球主要城(cheng)市(shi)3天(tian)送達)。交(jiao)通基(ji)(ji)礎(chu)設施質(zhi)(zhi)量(liang)、智能化與綠色(se)化水(shui)平居世(shi)界前(qian)列。交(jiao)通運(yun)輸全(quan)(quan)面適應人民日益增長的美好生活需(xu)要,有(you)力保(bao)障國(guo)(guo)(guo)家安(an)全(quan)(quan),支撐我(wo)國(guo)(guo)(guo)基(ji)(ji)本實(shi)現社會主義(yi)現代(dai)化。

到(dao)本世紀(ji)中葉,全(quan)(quan)面建成(cheng)現(xian)代化高(gao)質量國家綜(zong)合立體(ti)(ti)交(jiao)通(tong)網(wang),擁有世界一流(liu)的交(jiao)通(tong)基礎設(she)施體(ti)(ti)系,交(jiao)通(tong)運(yun)輸(shu)供需有效(xiao)平(ping)衡、服務優(you)質均等、安全(quan)(quan)有力保障(zhang)。新技術(shu)廣泛(fan)應用,實(shi)現(xian)數字化、網(wang)絡化、智(zhi)能化、綠色化。出行安全(quan)(quan)便(bian)捷舒適,物(wu)流(liu)高(gao)效(xiao)經濟可靠,實(shi)現(xian)“人享其行、物(wu)優(you)其流(liu)”,全(quan)(quan)面建成(cheng)交(jiao)通(tong)強國,為全(quan)(quan)面建成(cheng)社(she)會主義現(xian)代化強國當好先行。

三、優化國(guo)家綜合立體交通布(bu)局(ju)

(一)構建完善的國家綜合立體交通網

國家綜合立體(ti)交通(tong)網(wang)(wang)連接全國所(suo)有縣(xian)級及(ji)以上行政區、邊境口(kou)岸(an)、國防設施、主要景區等。以統籌融合為(wei)導向,著力補短板(ban)、重銜接、優網(wang)(wang)絡、提效能,更(geng)加(jia)注重存量資源優化利用和增(zeng)量供給質(zhi)量提升。完善鐵(tie)路(lu)、公(gong)路(lu)、水運(yun)、民航(hang)、郵(you)政快(kuai)遞等基礎(chu)設施網(wang)(wang)絡,構建以鐵(tie)路(lu)為(wei)主干,以公(gong)路(lu)為(wei)基礎(chu),水運(yun)、民航(hang)比(bi)較優勢充(chong)分發揮的國家綜合立體(ti)交通(tong)網(wang)(wang)。

到2035年,國(guo)家綜合(he)立(li)體交(jiao)通網實(shi)體線網總規模(mo)合(he)計70萬(wan)公里左右(you)(不含國(guo)際陸路(lu)(lu)通道境外(wai)段、空(kong)中及海(hai)上航(hang)路(lu)(lu)、郵路(lu)(lu)里程(cheng))。其中鐵路(lu)(lu)20萬(wan)公里左右(you),公路(lu)(lu)46萬(wan)公里左右(you),高等(deng)級(ji)航(hang)道2.5萬(wan)公里左右(you)。沿海(hai)主(zhu)要港口27個(ge),內河主(zhu)要港口36個(ge),民用(yong)運(yun)輸機場400個(ge)左右(you),郵政快遞樞紐80個(ge)左右(you)。

(二)加快建(jian)設高效(xiao)率國家(jia)綜(zong)合立體交(jiao)通網主骨架

國家綜合(he)立體(ti)交通(tong)網(wang)主骨架由國家綜合(he)立體(ti)交通(tong)網(wang)中最為關鍵的(de)線網(wang)構成,是(shi)(shi)我國區域間、城市群(qun)間、省際間以及連通(tong)國際運輸(shu)的(de)主動脈,是(shi)(shi)支撐國土(tu)空間開發保護的(de)主軸線,也是(shi)(shi)各種(zhong)運輸(shu)方(fang)式資源配置效率最高(gao)、運輸(shu)強(qiang)度最大的(de)骨干網(wang)絡(luo)。

依據國家(jia)區域(yu)發展戰(zhan)略和國土(tu)空(kong)(kong)間(jian)開發保護格局(ju),結合未來交通(tong)運(yun)(yun)輸發展和空(kong)(kong)間(jian)分(fen)布(bu)特點,將重點區域(yu)按照交通(tong)運(yun)(yun)輸需求量級劃(hua)分(fen)為3類。京津冀、長三角、粵港澳(ao)大灣區和成渝地(di)(di)(di)(di)區雙城經濟圈4個(ge)(ge)地(di)(di)(di)(di)區作為極,長江中游、山東(dong)半島、海峽(xia)西(xi)岸、中原(yuan)地(di)(di)(di)(di)區、哈長、遼中南、北部灣和關中平原(yuan)8個(ge)(ge)地(di)(di)(di)(di)區作為組群,呼包(bao)鄂榆、黔中、滇中、山西(xi)中部、天(tian)山北坡、蘭西(xi)、寧夏(xia)沿黃、拉(la)薩和喀什9個(ge)(ge)地(di)(di)(di)(di)區作為組團(tuan)。按照極、組群、組團(tuan)之(zhi)間(jian)交通(tong)聯系強(qiang)度,打造由主軸、走廊、通(tong)道組成的國家(jia)綜合立體交通(tong)網主骨架。國家(jia)綜合立體交通(tong)網主骨架實體線網里(li)(li)程29萬(wan)公(gong)里(li)(li)左右,其(qi)中國家(jia)高速(su)鐵路(lu)5.6萬(wan)公(gong)里(li)(li)、普速(su)鐵路(lu)7.1萬(wan)公(gong)里(li)(li);國家(jia)高速(su)公(gong)路(lu)6.1萬(wan)公(gong)里(li)(li)、普通(tong)國道7.2萬(wan)公(gong)里(li)(li);國家(jia)高等級航道2.5萬(wan)公(gong)里(li)(li)。

加快(kuai)構建6條(tiao)主(zhu)軸。加強(qiang)京津冀、長三角、粵(yue)港(gang)澳大(da)灣(wan)區(qu)、成渝地區(qu)雙城經濟圈4極(ji)之(zhi)間聯系,建設(she)綜(zong)合(he)性、多通(tong)(tong)(tong)道、立(li)體化、大(da)容量、快(kuai)速化的(de)交(jiao)通(tong)(tong)(tong)主(zhu)軸。拓展(zhan)4極(ji)輻射空間和交(jiao)通(tong)(tong)(tong)資源配置能力,打造我國(guo)綜(zong)合(he)立(li)體交(jiao)通(tong)(tong)(tong)協同發(fa)展(zhan)和國(guo)內國(guo)際交(jiao)通(tong)(tong)(tong)銜接轉換的(de)關鍵平臺,充(chong)分發(fa)揮促進全國(guo)區(qu)域發(fa)展(zhan)南(nan)北(bei)互動、東西交(jiao)融的(de)重要作(zuo)用。

加快構建7條走廊。強(qiang)化(hua)(hua)京津(jin)冀、長三角、粵(yue)港澳大(da)灣區、成渝地區雙(shuang)城經濟(ji)圈(quan)4極的(de)輻射作用(yong),加強(qiang)極與組(zu)群和組(zu)團之間聯系,建設(she)京哈、京藏、大(da)陸橋、西部陸海、滬昆、成渝昆、廣(guang)昆等多方式(shi)、多通道、便(bian)捷化(hua)(hua)的(de)交通走廊,優化(hua)(hua)完(wan)善多中心、網絡化(hua)(hua)的(de)主(zhu)骨架結(jie)構。

加(jia)(jia)快構建8條(tiao)通(tong)道。強化主(zhu)軸(zhou)與(yu)走廊之間(jian)(jian)(jian)的銜接協調(diao),加(jia)(jia)強組群與(yu)組團之間(jian)(jian)(jian)、組團與(yu)組團之間(jian)(jian)(jian)聯(lian)系,加(jia)(jia)強資源產業集聚(ju)地(di)、重(zhong)要口岸的連(lian)(lian)接覆蓋(gai),建設綏(sui)滿、京延、沿邊(bian)、福(fu)銀(yin)、二湛(zhan)、川藏(zang)、湘桂、廈蓉等交通(tong)通(tong)道,促進(jin)內外連(lian)(lian)通(tong)、通(tong)邊(bian)達海,擴(kuo)大中西部和(he)東北地(di)區交通(tong)網絡覆蓋(gai)。

建設綜合交通樞(shu)(shu)(shu)紐(niu)(niu)(niu)(niu)集群、樞(shu)(shu)(shu)紐(niu)(niu)(niu)(niu)城市及樞(shu)(shu)(shu)紐(niu)(niu)(niu)(niu)港(gang)站(zhan)(zhan)“三位一體”的(de)(de)國(guo)(guo)(guo)家綜合交通樞(shu)(shu)(shu)紐(niu)(niu)(niu)(niu)系統。建設面向世界的(de)(de)京(jing)津冀(ji)、長三角(jiao)、粵港(gang)澳大(da)灣區(qu)、成渝地區(qu)雙城經濟圈(quan)4大(da)國(guo)(guo)(guo)際(ji)性(xing)綜合交通樞(shu)(shu)(shu)紐(niu)(niu)(niu)(niu)集群。加快建設20個左右國(guo)(guo)(guo)際(ji)性(xing)綜合交通樞(shu)(shu)(shu)紐(niu)(niu)(niu)(niu)城市以及80個左右全國(guo)(guo)(guo)性(xing)綜合交通樞(shu)(shu)(shu)紐(niu)(niu)(niu)(niu)城市。推進一批(pi)國(guo)(guo)(guo)際(ji)性(xing)樞(shu)(shu)(shu)紐(niu)(niu)(niu)(niu)港(gang)站(zhan)(zhan)、全國(guo)(guo)(guo)性(xing)樞(shu)(shu)(shu)紐(niu)(niu)(niu)(niu)港(gang)站(zhan)(zhan)建設。

四、推(tui)進綜合(he)交通統籌融合(he)發展

(一)推進各種運輸方式統籌融合(he)發展

統籌綜合交(jiao)通(tong)通(tong)道(dao)規(gui)劃(hua)(hua)建(jian)(jian)設(she)(she)(she)。強化國(guo)土空(kong)間(jian)規(gui)劃(hua)(hua)對基(ji)礎設(she)(she)(she)施(shi)(shi)規(gui)劃(hua)(hua)建(jian)(jian)設(she)(she)(she)的(de)指導約束作(zuo)用(yong),加(jia)強與(yu)相(xiang)關規(gui)劃(hua)(hua)的(de)銜接協調。節約集約利(li)(li)用(yong)通(tong)道(dao)線(xian)(xian)位資(zi)源(yuan)(yuan)、岸線(xian)(xian)資(zi)源(yuan)(yuan)、土地(di)資(zi)源(yuan)(yuan)、空(kong)域資(zi)源(yuan)(yuan)、水(shui)域資(zi)源(yuan)(yuan),促進(jin)交(jiao)通(tong)通(tong)道(dao)由單一向綜合、由平(ping)面(mian)向立體發展,減少對空(kong)間(jian)的(de)分割,提高國(guo)土空(kong)間(jian)利(li)(li)用(yong)效(xiao)率。統籌考慮多種運(yun)輸方(fang)式規(gui)劃(hua)(hua)建(jian)(jian)設(she)(she)(she)協同(tong)和(he)新型運(yun)輸方(fang)式探(tan)索(suo)應用(yong),實(shi)現陸水(shui)空(kong)多種運(yun)輸方(fang)式相(xiang)互協同(tong)、深度融合。用(yong)好用(yong)足既有交(jiao)通(tong)通(tong)道(dao),加(jia)強過江、跨海、穿越環(huan)境(jing)敏(min)感區通(tong)道(dao)基(ji)礎設(she)(she)(she)施(shi)(shi)建(jian)(jian)設(she)(she)(she)方(fang)案論證,推動鐵路、公路等線(xian)(xian)性基(ji)礎設(she)(she)(she)施(shi)(shi)的(de)線(xian)(xian)位統籌和(he)斷面(mian)空(kong)間(jian)整合。加(jia)強綜合交(jiao)通(tong)通(tong)道(dao)與(yu)通(tong)信、能源(yuan)(yuan)、水(shui)利(li)(li)等基(ji)礎設(she)(she)(she)施(shi)(shi)統籌,提高通(tong)道(dao)資(zi)源(yuan)(yuan)利(li)(li)用(yong)效(xiao)率。

推(tui)(tui)進綜合交通樞(shu)紐(niu)一體(ti)(ti)化(hua)規(gui)劃建(jian)設(she)。推(tui)(tui)進綜合交通樞(shu)紐(niu)及郵(you)政(zheng)快遞樞(shu)紐(niu)統(tong)一規(gui)劃、統(tong)一設(she)計、統(tong)一建(jian)設(she)、協同管理(li)。推(tui)(tui)動新建(jian)綜合客運(yun)(yun)(yun)樞(shu)紐(niu)各種運(yun)(yun)(yun)輸方式(shi)集中布局,實現空間(jian)共享(xiang)、立(li)體(ti)(ti)或同臺(tai)換乘(cheng),打造全(quan)天候、一體(ti)(ti)化(hua)換乘(cheng)環境(jing)。推(tui)(tui)動既有(you)綜合客運(yun)(yun)(yun)樞(shu)紐(niu)整(zheng)合交通設(she)施、共享(xiang)服務(wu)(wu)功(gong)(gong)(gong)能(neng)空間(jian)。加快綜合貨運(yun)(yun)(yun)樞(shu)紐(niu)多(duo)式(shi)聯運(yun)(yun)(yun)換裝設(she)施與集疏(shu)運(yun)(yun)(yun)體(ti)(ti)系建(jian)設(she),統(tong)籌轉運(yun)(yun)(yun)、口(kou)岸、保稅、郵(you)政(zheng)快遞等功(gong)(gong)(gong)能(neng),提升(sheng)多(duo)式(shi)聯運(yun)(yun)(yun)效率與物流綜合服務(wu)(wu)水平。按照(zhao)站(zhan)城(cheng)一體(ti)(ti)、產城(cheng)融合、開放共享(xiang)原(yuan)則,做好樞(shu)紐(niu)發展空間(jian)預留、用(yong)地功(gong)(gong)(gong)能(neng)管控、開發時序協調。

推(tui)進交通基礎設(she)(she)施(shi)網(wang)(wang)與(yu)運(yun)輸服務(wu)網(wang)(wang)融(rong)合發展。推(tui)進基礎設(she)(she)施(shi)、裝備、標準(zhun)、信息與(yu)管理的(de)有機銜接,提高交通運(yun)輸網(wang)(wang)動態(tai)運(yun)行管理服務(wu)智能化(hua)水(shui)平(ping),打造以(yi)全鏈(lian)條快速化(hua)為(wei)導(dao)向的(de)便捷運(yun)輸服務(wu)網(wang)(wang),構建空中、水(shui)上、地面與(yu)地下融(rong)合協(xie)同的(de)多(duo)式聯(lian)運(yun)網(wang)(wang)絡,完善(shan)供應鏈(lian)服務(wu)體系。

推(tui)進(jin)交(jiao)(jiao)(jiao)通(tong)基礎設(she)施(shi)(shi)網(wang)(wang)與信(xin)息網(wang)(wang)融合發(fa)展。加強(qiang)交(jiao)(jiao)(jiao)通(tong)基礎設(she)施(shi)(shi)與信(xin)息基礎設(she)施(shi)(shi)統籌布局、協同(tong)建(jian)(jian)設(she),推(tui)動車聯(lian)網(wang)(wang)部(bu)署和(he)應(ying)用,強(qiang)化與新型基礎設(she)施(shi)(shi)建(jian)(jian)設(she)統籌,加強(qiang)載(zai)運工具、通(tong)信(xin)、智能(neng)交(jiao)(jiao)(jiao)通(tong)、交(jiao)(jiao)(jiao)通(tong)管理相(xiang)關標(biao)準跨行業協同(tong)。

推(tui)進(jin)交(jiao)通(tong)基(ji)礎(chu)設施(shi)網(wang)與(yu)能(neng)源(yuan)(yuan)網(wang)融(rong)合發(fa)展。推(tui)進(jin)交(jiao)通(tong)基(ji)礎(chu)設施(shi)與(yu)能(neng)源(yuan)(yuan)設施(shi)統籌布局(ju)規劃建設,充分考慮煤(mei)炭、油(you)氣、電力等(deng)各(ge)種能(neng)源(yuan)(yuan)輸送特點(dian),強化交(jiao)通(tong)與(yu)能(neng)源(yuan)(yuan)基(ji)礎(chu)設施(shi)共建共享(xiang),提高設施(shi)利用效率,減少能(neng)源(yuan)(yuan)資(zi)源(yuan)(yuan)消耗。促進(jin)交(jiao)通(tong)基(ji)礎(chu)設施(shi)網(wang)與(yu)智(zhi)能(neng)電網(wang)融(rong)合,適(shi)應新能(neng)源(yuan)(yuan)發(fa)展要求。

(三)推進(jin)區域交通運輸協調發(fa)展(zhan)

推進重點區(qu)(qu)域(yu)交(jiao)(jiao)通(tong)(tong)(tong)(tong)運(yun)輸(shu)統(tong)籌(chou)(chou)發展(zhan)。建(jian)設(she)“軌道(dao)上(shang)的(de)京津冀”,加快推進京津冀地區(qu)(qu)交(jiao)(jiao)通(tong)(tong)(tong)(tong)一體(ti)(ti)化(hua),建(jian)設(she)世界一流交(jiao)(jiao)通(tong)(tong)(tong)(tong)體(ti)(ti)系(xi),高(gao)(gao)(gao)標準、高(gao)(gao)(gao)質(zhi)(zhi)量(liang)建(jian)設(she)雄安新(xin)區(qu)(qu)綜(zong)合(he)交(jiao)(jiao)通(tong)(tong)(tong)(tong)運(yun)輸(shu)體(ti)(ti)系(xi)。建(jian)設(she)“軌道(dao)上(shang)的(de)長三角(jiao)”、輻(fu)射全(quan)球的(de)航運(yun)樞紐(niu)(niu),打(da)造交(jiao)(jiao)通(tong)(tong)(tong)(tong)高(gao)(gao)(gao)質(zhi)(zhi)量(liang)發展(zhan)先行區(qu)(qu),提升整體(ti)(ti)競(jing)爭力(li)(li)和(he)影響(xiang)力(li)(li)。粵港澳(ao)大灣(wan)區(qu)(qu)實現(xian)(xian)高(gao)(gao)(gao)水平互聯(lian)互通(tong)(tong)(tong)(tong),打(da)造西(xi)江(jiang)黃金水道(dao),鞏固提升港口群、機場群的(de)國際(ji)競(jing)爭力(li)(li)和(he)輻(fu)射帶動(dong)力(li)(li),建(jian)成(cheng)具(ju)有全(quan)球影響(xiang)力(li)(li)的(de)交(jiao)(jiao)通(tong)(tong)(tong)(tong)樞紐(niu)(niu)集(ji)群。成(cheng)渝地區(qu)(qu)雙城經濟(ji)圈以提升對外連通(tong)(tong)(tong)(tong)水平為(wei)導(dao)向,強化(hua)門戶樞紐(niu)(niu)功能,構(gou)建(jian)一體(ti)(ti)化(hua)綜(zong)合(he)交(jiao)(jiao)通(tong)(tong)(tong)(tong)運(yun)輸(shu)體(ti)(ti)系(xi)。建(jian)設(she)東西(xi)暢通(tong)(tong)(tong)(tong)、南(nan)北輻(fu)射、有效覆蓋、立體(ti)(ti)互聯(lian)的(de)長江(jiang)經濟(ji)帶現(xian)(xian)代化(hua)綜(zong)合(he)立體(ti)(ti)交(jiao)(jiao)通(tong)(tong)(tong)(tong)走廊(lang)。支持海南(nan)自(zi)由貿易(yi)港建(jian)設(she),推動(dong)西(xi)部陸(lu)海新(xin)通(tong)(tong)(tong)(tong)道(dao)國際(ji)航運(yun)樞紐(niu)(niu)和(he)航空樞紐(niu)(niu)建(jian)設(she),加快構(gou)建(jian)現(xian)(xian)代綜(zong)合(he)交(jiao)(jiao)通(tong)(tong)(tong)(tong)運(yun)輸(shu)體(ti)(ti)系(xi)。統(tong)籌(chou)(chou)黃河流域(yu)生態環境保護(hu)與交(jiao)(jiao)通(tong)(tong)(tong)(tong)運(yun)輸(shu)高(gao)(gao)(gao)質(zhi)(zhi)量(liang)發展(zhan),優化(hua)交(jiao)(jiao)通(tong)(tong)(tong)(tong)基礎設(she)施空間布局。

加強交通(tong)運輸(shu)(shu)法(fa)(fa)治建(jian)設。堅持法(fa)(fa)治引領,深化(hua)交通(tong)運輸(shu)(shu)法(fa)(fa)治政府部門建(jian)設。推動綜(zong)合交通(tong)等重點(dian)立法(fa)(fa)項(xiang)目制(zhi)定修訂進程,促進不同運輸(shu)(shu)方式法(fa)(fa)律制(zhi)度的有效銜接,完善綜(zong)合交通(tong)法(fa)(fa)規(gui)(gui)體系。全(quan)面加強規(gui)(gui)范(fan)化(hua)建(jian)設,提升(sheng)交通(tong)運輸(shu)(shu)執(zhi)法(fa)(fa)隊(dui)伍能力和水平,嚴格規(gui)(gui)范(fan)公正文明執(zhi)法(fa)(fa)。落實普(pu)法(fa)(fa)責任制(zhi),營造行業良好法(fa)(fa)治環境,把法(fa)(fa)治要求貫穿于綜(zong)合交通(tong)運輸(shu)(shu)規(gui)(gui)劃、建(jian)設、管理、運營服務、安全(quan)生(sheng)產(chan)各環節全(quan)過程。

六、保障(zhang)措施

(一)加強黨的領導

加強本(ben)規劃綱要實(shi)施組織保障體系建設,建立健全實(shi)施協調推進(jin)機制,強化部門協同和上下聯(lian)動,推動各類(lei)交通基(ji)礎(chu)設施統籌規劃、協同建設。財(cai)政(zheng)、自然資源、住房城鄉建設、生(sheng)態(tai)環境等(deng)部門要細化完善(shan)財(cai)政(zheng)、用地、用海、城鄉建設、環保等(deng)配(pei)套政(zheng)策及標(biao)準規范(fan)。健全本(ben)規劃綱要與(yu)各類(lei)各級規劃銜接機制。

(三)加強資源(yuan)支(zhi)撐

加強國家綜(zong)合立體(ti)(ti)交(jiao)(jiao)(jiao)通(tong)網規劃項(xiang)目土(tu)(tu)地(di)(di)等(deng)資源供給,規劃、建(jian)設過(guo)程嚴格(ge)用地(di)(di)控制,突出立體(ti)(ti)、集(ji)約、節約思維,提(ti)高交(jiao)(jiao)(jiao)通(tong)用地(di)(di)復合程度,盤活閑置交(jiao)(jiao)(jiao)通(tong)用地(di)(di)資源,完善公共交(jiao)(jiao)(jiao)通(tong)引導土(tu)(tu)地(di)(di)開發的相關(guan)(guan)政策(ce)。建(jian)立國土(tu)(tu)空間規劃等(deng)相關(guan)(guan)規劃與交(jiao)(jiao)(jiao)通(tong)規劃協調機制和(he)動態調整管理(li)政策(ce)。

建(jian)立(li)完善與交(jiao)通運輸(shu)發展(zhan)(zhan)(zhan)階(jie)段特征(zheng)相適應的(de)(de)資(zi)金(jin)(jin)(jin)保障制度,落實中央與地(di)(di)方在交(jiao)通運輸(shu)領域的(de)(de)財政事權和(he)支(zhi)出責任,確保各交(jiao)通專(zhuan)項資(zi)金(jin)(jin)(jin)支(zhi)持(chi)(chi)交(jiao)通發展(zhan)(zhan)(zhan)。創新投融(rong)資(zi)政策(ce)(ce),健全與項目資(zi)金(jin)(jin)(jin)需求和(he)期限相匹配的(de)(de)長期資(zi)金(jin)(jin)(jin)籌措渠道。構建(jian)形成效(xiao)益增長與風(feng)險防控可持(chi)(chi)續發展(zhan)(zhan)(zhan)的(de)(de)投資(zi)機制,防范化(hua)解債務風(feng)險。健全公益性(xing)基(ji)礎設施建(jian)設運營支(zhi)持(chi)(chi)政策(ce)(ce)體系,加(jia)大對欠發達地(di)(di)區(qu)和(he)邊境(jing)地(di)(di)區(qu)支(zhi)持(chi)(chi)力度。進一(yi)步(bu)調整完善支(zhi)持(chi)(chi)郵政、水(shui)運等發展(zhan)(zhan)(zhan)的(de)(de)資(zi)金(jin)(jin)(jin)政策(ce)(ce)。支(zhi)持(chi)(chi)各類金(jin)(jin)(jin)融(rong)機構依法合規為市場(chang)化(hua)運作的(de)(de)交(jiao)通發展(zhan)(zhan)(zhan)提供(gong)融(rong)資(zi),引(yin)導社會資(zi)本積極參與交(jiao)通基(ji)礎設施建(jian)設。

建(jian)立(li)綜合交通(tong)(tong)(tong)(tong)規(gui)(gui)劃(hua)(hua)管理制度。本(ben)(ben)(ben)規(gui)(gui)劃(hua)(hua)綱要(yao)實(shi)施(shi)過程中(zhong)要(yao)加強(qiang)與(yu)國(guo)(guo)民經濟和社會(hui)發(fa)展(zhan)(zhan)(zhan)、國(guo)(guo)土空間、區域發(fa)展(zhan)(zhan)(zhan)、流(liu)域等相(xiang)關(guan)規(gui)(gui)劃(hua)(hua)銜接,與(yu)城(cheng)鄉建(jian)設(she)發(fa)展(zhan)(zhan)(zhan)相(xiang)統(tong)籌。各地(di)在編(bian)制交通(tong)(tong)(tong)(tong)運(yun)輸相(xiang)關(guan)規(gui)(gui)劃(hua)(hua)中(zhong),要(yao)與(yu)本(ben)(ben)(ben)規(gui)(gui)劃(hua)(hua)綱要(yao)做好銜接,有(you)關(guan)項(xiang)(xiang)目納入國(guo)(guo)土空間規(gui)(gui)劃(hua)(hua)和相(xiang)關(guan)專項(xiang)(xiang)規(gui)(gui)劃(hua)(hua)。交通(tong)(tong)(tong)(tong)運(yun)輸部(bu)要(yao)會(hui)同有(you)關(guan)部(bu)門加強(qiang)本(ben)(ben)(ben)規(gui)(gui)劃(hua)(hua)綱要(yao)實(shi)施(shi)動(dong)(dong)態(tai)監(jian)(jian)測與(yu)評估,組(zu)織(zhi)開展(zhan)(zhan)(zhan)交通(tong)(tong)(tong)(tong)強(qiang)國(guo)(guo)建(jian)設(she)試點(dian)工作(zuo),在通(tong)(tong)(tong)(tong)道、樞(shu)紐、技(ji)術創新、安全綠(lv)色低(di)碳等方面(mian)科學論證并組(zu)織(zhi)實(shi)施(shi)一批重大工程,強(qiang)化本(ben)(ben)(ben)規(gui)(gui)劃(hua)(hua)綱要(yao)實(shi)施(shi)進(jin)展(zhan)(zhan)(zhan)統(tong)計(ji)與(yu)監(jian)(jian)測工作(zuo),定(ding)期開展(zhan)(zhan)(zhan)規(gui)(gui)劃(hua)(hua)評估,依(yi)據國(guo)(guo)家發(fa)展(zhan)(zhan)(zhan)規(gui)(gui)劃(hua)(hua)進(jin)行動(dong)(dong)態(tai)調(diao)整或修(xiu)訂。重大事項(xiang)(xiang)及時向黨中(zhong)央(yang)、國(guo)(guo)務院報告(gao)。
